Bottlenecks and Breakthroughs: How US Port Congestion Is Forcing a Supply Chain Reckoning

For much of the past decade, American supply chain strategy operated on a relatively predictable framework: consolidate cargo through major gateway ports, rely on established carrier relationships, and optimize for cost above all else. That framework is fracturing. Sustained congestion at critical US port facilities — compounded by labor negotiations, infrastructure deficits, and shifting trade volumes — has elevated port selection from a logistical afterthought to a boardroom-level strategic decision.

The effects are rippling across industries. Retailers, manufacturers, and third-party logistics providers alike are confronting dwell times, vessel queuing, and inland transportation delays that erode margins and destabilize inventory planning. The question for 2024 is no longer whether to adapt, but how — and how quickly.

The Anatomy of a Bottleneck

To understand the current environment, it is necessary to look beyond the headline congestion numbers and examine the underlying mechanics. The Port of Los Angeles and the Port of Long Beach — collectively the San Pedro Bay complex — handle roughly 40 percent of all US containerized imports. When throughput at these facilities slows, the consequences cascade downstream with remarkable speed.

Congestion at these ports is rarely attributable to a single cause. Rather, it emerges from the convergence of several compounding variables: vessel bunching driven by blank sailings and schedule disruptions, chassis shortages that immobilize containers even after they are offloaded, gate appointment system constraints, and chronic rail yard congestion at inland destinations such as Chicago and Kansas City.

On the East Coast, the Port of New York and New Jersey has faced its own throughput challenges, particularly following the surge in cargo diversion that accompanied Panama Canal draft restrictions in late 2023. That diversion, while providing temporary relief to West Coast terminal operators, placed considerable strain on East Coast infrastructure that was not uniformly prepared to absorb the additional volume.

Rethinking Routing: The Case for Diversification

In response to these pressures, supply chain directors at several major importers have begun restructuring their port strategies with a deliberateness not seen since the immediate aftermath of the COVID-19 pandemic.

One consumer goods distributor operating across the Southeast United States relocated a portion of its import volume from Los Angeles to the Port of Savannah beginning in early 2024. The company cited not only congestion concerns but also the maturation of Savannah's inland connectivity infrastructure, including expanded on-dock rail capacity and improved chassis availability. While the all-in freight cost per container increased modestly, the reduction in average transit variability — from roughly 11 days to approximately 6 days for cargo destined for distribution centers in Georgia and the Carolinas — produced measurable gains in inventory accuracy and replenishment reliability.

Similar logic is driving interest in ports such as Houston, Charleston, and Baltimore, each of which has invested meaningfully in capacity expansion over the past several years. The Port of Baltimore, prior to the tragic Francis Scott Key Bridge collapse in March 2024, had been gaining traction as an alternative gateway for mid-Atlantic importers. Recovery efforts and channel restoration have since become a focal point for the port authority and federal stakeholders, underscoring how infrastructure vulnerability remains an ever-present variable in port diversification calculations.

Intermodal Alternatives and the Inland Port Equation

Beyond coastal port selection, logistics professionals are revisiting the role of intermodal transportation and inland port facilities. Inland ports — which function as dry ports capable of receiving, processing, and distributing containerized cargo — have historically been underutilized by importers fixated on speed-to-market via direct coastal delivery.

That calculus is shifting. Facilities such as the Rickenbacker Inland Port in Columbus, Ohio, and the Centerpoint Intermodal Center in Joliet, Illinois, are attracting renewed interest from shippers seeking to bypass coastal congestion by moving containers inland via double-stack rail and completing final-mile distribution from a more controlled environment.

The tradeoff is real: intermodal routing typically adds transit time compared to direct truck delivery from a coastal port. However, when measured against the unpredictability of a congested terminal environment — where a container may sit for five to ten additional days awaiting gate appointment availability or chassis — many supply chain managers are concluding that the intermodal option offers superior planning certainty, if not always superior speed.

Carrier Selection and Contract Strategy

Port strategy and carrier strategy are increasingly inseparable. As ocean carriers continue to adjust service rotations in response to Red Sea diversions and demand fluctuations, the ports of call included in a given service loop have become a more active variable in carrier selection decisions.

Several logistics directors interviewed for this piece noted that they have moved away from purely transactional spot market procurement toward longer-term contractual arrangements that include explicit service reliability metrics. These contracts increasingly incorporate provisions related to schedule integrity, port omission notifications, and equipment availability — terms that were rarely negotiated with this level of specificity prior to 2021.

The leverage dynamics have also shifted somewhat in shippers' favor as carrier capacity has normalized from the extreme tightness of 2021 and 2022. Nonetheless, experienced logistics professionals caution against overconfidence. The Red Sea situation has reintroduced meaningful uncertainty into transoceanic routing, and any further escalation could rapidly alter the balance of negotiating power.

Technology as a Force Multiplier

Underpinning many of these strategic pivots is an accelerating investment in supply chain visibility technology. Port congestion is most damaging when it is invisible — when a logistics team learns of a vessel delay or terminal closure only after it has already disrupted downstream operations.

Real-time container tracking platforms, predictive vessel arrival tools, and port congestion dashboards are moving from optional enhancements to operational necessities. Several major beneficial cargo owners (BCOs) have integrated these tools into their transportation management systems, enabling dynamic routing decisions that would have required days of manual analysis just a few years ago.

Looking Ahead

Port congestion in the United States is unlikely to resolve itself in the near term. Infrastructure investment cycles are long, labor dynamics remain complex, and global trade volumes — while subject to cyclical fluctuation — are structurally oriented toward growth. The companies that will navigate this environment most effectively are those that treat port strategy not as a fixed operational parameter but as a living component of their broader supply chain architecture.

For logistics professionals, the imperative is clear: build redundancy, cultivate relationships across multiple port gateways, invest in visibility, and resist the temptation to revert to pre-pandemic assumptions once congestion temporarily eases. The next disruption is not a matter of if, but when.
